Why it caught on: the picture shows a man in a dark suit jabbing a finger straight at the viewer with a hard, unimpressed stare, and the meme is captioned as Barack Obama. People used it for stern-authority jokes: the birth certificate rumours, drone strikes, phone surveillance and being blamed for everything. It spread because the pointing finger works for any moment of blame, whatever the politics behind the first captions.
