Why it caught on: the picture is a close-up of a stern bald eagle with the American flag behind it, the sort of patriotic image that needed very little help looking self-righteous. People captioned it with one repeated template: a country turns out to have oil, and the eagle announces that it could use some freedom. The stereotype behind it is that American foreign policy is sold as spreading democracy while the real interest is oil, and the joke is aimed at that rhetoric rather than at ordinary Americans.
